Diagnosis: 19v present in both 1st & 2nd mosfet. Upon checking the 3v-5v IC, pin 16 (Vin) on TPS51125 was missing. Checked the resistor in series & found this component open. Replaced resistor.

Dell 3537 Motherboard #: LA-9982P (laptop won't power on)
Diagnosis: 19 volts present on PJPDC (power jack) on both pins 4 & 5 (page 36 on schematics)
Checking PQ701 & PR702, both have 19 volts present
Checking on B+ section, PL102 shows only 0.77 volts instead of 19 volts
Checking on B+ section, PL701 & PR716 shows only 0.77 volts
Solution: Go back to PQ701 (mosfet) to check component. Found this mosfet to be an N channel, which means the Gate should have a higher voltage than 19 volts for it to properly operate. Took mosfet out of circuit & replace with a new one.

Pins 22 & 24 of CN1 both have 19 volts present.
C3 (on same path of pins 22 & 24 of CN1) voltage of 19 volts is present.
C4 voltage (3.3 volts) is missing.
U17 chip pin 97 is where signal (3.3v) comes from. This signal (3.3v) is missing.
This missing output signal (3.3v) goes to pin 30 of CN1. Pin 32 of CN1, however, has 3.3 volts present.
Solution: Disconnect or remove pin 97 from U17 chip. Create a bridge from pin 30 to pin 32 of CN1.
